In the context of the Outdoor Noise Directive (OND) review, FEM issued comments on the European Commission’s ‘inception impact assessment’.
FEM supports a full revision of the OND, including the alignment with the New Legislative Framework and the conversion into a Regulation. This is one of the three policy options suggested by the European Commission.
As regards changes to the OND, we suggest adapting the conformity assessment procedure and noise measurement methods to technical progress. We also ask for the withdrawal of the current database and reporting obligation. However, we call on the European Commission to maintain the current OND scope and noise limits.
